General Information:
Reporting to the Manager, Projects, Modernization, the Safety Coordinator implements, coordinates and supports the health and safety (HS) programs within the TransCanada : Columbia Pipeline Group Transmission Project Delivery Organization. Programs may involve all aspects of the HS management system including: training, auditing, permitting, program development and coordinating with field safety personnel on key capital projects. Provides professional expertise for the solution of health and safety related issues. Interprets, develops and implements policies, plans and procedures dealing with a wide variety of health and safety topics. Issues are routinely related to Federal, State or local regulation. Provides sound HS consultation to field project leadership and employees.
*We anticipate filling this position locally, therefore it is not eligible for cross:border or domestic relocation programs.
:Provide guidance and assistance toTransCanada locations in the following processes:
:Collect health and safety related data for analysis, trending, and reporting
:Ensure compliance with all OSHA, DOT, state agency and company policy and procedure requirements;
:Develop/deliver new HS training material, programs, systems or procedures;
:Prepares and obtains HS permits or approvals;
:Acts as a company representative for interaction with regulatory agencies, inspections, etc;
:Collaborates with the TransCanada Technical Centre on preparation of Policies, Plans and Procedures to be implemented across the U.S. Natural Gas Project business unit;
:Effectively works independently or as a member of a project team or leader of a project team;
:Negotiates simple issues with Federal, State, or County regulators;
:Manage third party consultants conducting HS relating tasks;
:Trains personnel on HS programs, systems, policies and guidelines.
:Prepares summaries, inspection forms, interpretation, etc. for field project staffing on the requirements of new or existing OSHA, DOT, or other regulations;
:Drive HS projects/tasks to completion;
:Leads and participates in root cause investigations;
:Where an investigation determines changes in work practices are necessary, collaborates with TransCanada Technical Centre in the development of those changes;
:Recommends improvements in process, design, procedures, and operating equipment, to minimize hazard potential and promote best practices;
:Prepares technical materials or independently collects data to assist senior staff in the preparation and resolution of HS issues;
:Implements and maintains budgets or other financial information;
:Utilize creative techniques to engage personnel in HS processes;
:Assist with location hazard assessments and audits;
:Develop relationships and work in close partnership with teams in establishing excellent safety cultures;
:Effectively works independently or as a contributing member of a team;
:Other tasks as required.
Qualifications and Education
:Has an intimate knowledge of regulatory standards, concepts, practices and procedures within the HS profession;
:Ability to work independently;
:Proficient computer technology and software skills required;
:Proficient in incident investigation, causal analysis and reporting;
:Proficient in hazard assessment, analysis and solution processes;
:Proficient in procedure and program development and implementation;
:Ability to compose technical information, prepare manuals, policies, and procedures;
:Leads by example and promotes a safety culture in which HS excellence is achieved through employee involvement, participation, desire and acceptanc
